These laws and the provisions of the Arizona Constitution are often interpreted by the Arizona Supreme Court and the Arizona Court of Appeals, which consists of two departments. The Arizona District Court also makes decisions that may affect Arizona residents. The Ninth Circuit Court of Appeals has the power to review decisions of the Arizona District Court. Arizona`s Constitution was drafted in 1910, two years before Arizona became a state. This makes it the only constitution in the history of the state. Article 21 of the Constitution provides for the procedures for amending the Constitution, which include voting initiatives, amendments proposed by the Land legislature and constitutional conventions. Before an initiative petition appears on a ballot, it must be signed by qualified voters equivalent to at least 15% of the total votes for gubernatorial candidates in the last election. If an amendment is proposed to the state legislature, a majority of each house of the legislature must approve it before it is put to a national ballot.
